The Collapse of the 28-Point Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the announcement of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been contained. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: a renewed assault of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of opposing developments captured the grim essence of the current period. By day, diplomatic battles are waged: hopeful statements are issued from different nations. Significant resources is devoted on containing certain initiatives. By night, Moscow clearly shows the world that, for them, war remains the key method for achieving "settlement".

After-Dark Attacks

As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is able to track projectile deployments from across the border, a capability afforded by current data. From vantage locations, Ukrainian air force fighter jets that had been scrambled to engage hostile aerial threats roared overhead – advanced fighter aircraft provided to Ukraine by Western partners.

Soon thereafter, Kyiv's missile defense thundered: multiple launches deployed against a hostile projectile. This was a sophisticated defense system at work, most likely delivered by partner states. Every firing shakes the surroundings, causing tremors. The instant of fear quickly gives way to sober acceptance: perhaps the incoming missile won't cause damage this time, preventing destruction from catastrophe and further power outages.

Continuous Dangers

Not long after, a large-caliber weapon opened up on a drone in the vicinity, part of a rapid response unit – almost certainly Western-made equipment. Unfortunately, the projectiles didn't strike the hostile drone – it continued its flight toward its destination.

Periodically, this carried on until dawn. Kyiv awoke to the daybreak reports: seven people killed, destruction and utility failures in multiple buildings as a result of the night's assault. As always, everyone still went about their day – enduring hostilities. But those entire period demonstrated Ukraine's essential dependence on Western support – a need that neighboring countries are evidently unprepared to fill in the short term.

Ineffective Peace Efforts

The detailed framework from American leadership generated strong feelings, controversy and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new approach from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually achieve victory. This trend will, no doubt, persist.

Tactical Assessments

It is easy to blame specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. US administration works based on a principle familiar among experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The American government assumes that it is impossible to pressure the Kremlin to surrender the areas that it currently occupies in Ukraine's occupied territories.

The problem is that while recognising this factual reality, American administration does nothing to discourage Russia, through words or deeds, from believing that the current condition will not shift further in its benefit in the months ahead.

Divergent Views

Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their incentive to accept conditions that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leadership remains supremely confident in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing lives and land but avoiding a total frontline collapse until circumstances change in its favour.

Current Realities

Realistically, there are no genuine requirements for a armistice. Now, individual motivations are becoming relevant: personal goals to broker a ceasefire and secure international recognition, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any proposal Kyiv finds unacceptable, so that their focus does not move to domestic problems. And although their objective will now be considerably more difficult after recent developments, it remains highly unlikely that this will change their overall approach.

These two forces are influencing discussions.

Conclusion and Outlook

It took a just a single week to terminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, current information leaks, all did their job.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect certain reluctance to change the course of events, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, mainly require continued Western support.
