American lawmakers are meeting during the weekend for the initial time since the government shutdown began over a month ago, but hopes for a bipartisan agreement on how to end the standoff appeared to recede as GOP senators floated a plan unacceptable to Democrats: eliminating the ACA, known as Obamacare.
Deepening Impact of Government Shutdown
The effect on US citizens from the longest shutdown of the US government in history worsened on Saturday, as federal workers went without pay, airlines were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.
Trump's Plan from Florida Resort
As weekend session got under way, GOP senators embraced a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be substituted by HSA-style accounts.
"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
Republican Support
Multiple Republican senators praised the plan, which is similar to a replacement for Obamacare proposed in 2017.
"We will replace this failing program with something that is actually better for the patient," one senator said.
Another senator praised Trump's suggestion on online platforms, and stood next to a large print of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator wrote in reply to Trump's suggestion. "We need to stop public funds from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."
Opposition Reaction
Democratic senators shared alarmed reactions to Trump's proposal.
"In other words, Donald Trump's 'concept of a plan' for health care is another cynical attempt to repeal Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been rejected by voters and Congress."
Another lawmaker reacted to the criticism of insurance companies by writing: "Oh, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Really? Then I welcome your support for universal healthcare."
Continuing Negotiations
The Senate went into recess without reaching a resolution, but Senate Republican leaders have indicated an openness to an developing proposal from a handful of centrist lawmakers to end the closure in exchange for a future vote on the ACA subsidies.
One Democratic senator, who is spearheading the talks among moderates, said that Democrats "need another path forward" after Republicans rejected an proposal to reopen the government and extend the payments for a year.
Another senior Democratic lawmaker continued in arguing that Republicans should accept a one-year extension of the subsidies before discussing the long-term of the subsidies.
"Inaction is irresponsible because citizens will go bankrupt, people will become uninsured, people will get sicker," the senator said in a Senate address. "That is what will happen if this Congress fails to act."
Political Dynamics
None of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same carriers, or that Republican legislators need the support of eight Democrats to restart the government, and the idea of repealing and substituting Obamacare with HSAs is unlikely to earn a solitary Democratic vote.
Several analysts suggested that the essence of such a proposal would remove the ACA's mandate that carriers cover patients with pre-existing conditions.
After his golf outing, Trump went back to his residence and doubled down on his insistence that Republicans stop seeking agreement and try instead to repeal and replace Obamacare with a version of the plan that failed to garner enough backing in 2017.
